Tom is an adaptable Junior Counsel specialising in planning, environment, and land acquisition and compensation law. Tom delivers meticulous and practical advice and advocacy for public and private sector clients. He regularly advises on and appears in matters in the Victorian Civil and Administrative Tribunal, Planning Panels Victoria, the Supreme Court of Victoria, and the Magistrates’ Court of Victoria.   • Suburban Rail Loop East Precincts Standing Advisory Committee: Appearing for the Suburban Rail Loop Authority, led by Christopher Townshend KC, Emily Porter SC and Barnaby Chessell SC, instructed by Clayton Utz and White & Case.
  • Distinctive Areas and Landscapes Standing Advisory Committee – Bass Coast Statement of Planning Policy: Appearing for the Minister for Planning, led by Juliet Forsyth SC, and Rupert Watters, instructed by Hall & Wilcox.
  • Fishermans Bend Urban Renewal Area Development Contributions Plan: Appearing for various private landowners, unled, instructed by Gadens.
  • Residential, industrial and other development projects in VCAT and Planning Panels Victoria: Appearing led and unled including for MAB Corporation, Orchard Piper, Forza Capital, Australian Venue Co., OTR (On the Run), Beulah, Outline Projects, among others.
  • Water Act advice: Advising floodplain managers on obligations under the Water Act, and private clients on liability arising from flows of water under section 16 of the Water Act.
  • Environment Protection Authority prosecution: Advising a company director in relation to criminal prosecution in the Magistrates’ Court of Victoria, led by Marita Foley SC, instructed by King & Wood Mallesons.
  • Compulsory acquisitions: Acting for claimants, led and unled, in compulsory acquisition proceedings in the Victorian Civil and Administrative Tribunal and the Supreme Court of Victoria.

Prior to joining the Bar, Tom was a Senior Associate at Herbert Smith Freehills Kramer. Tom holds a Juris Doctor (Hons) from the University of New South Wales, where he was awarded prizes for Contract Law and Environmental Law. He also holds a Bachelor of Arts (Hons) from the University of Sydney, majoring in Archaeology.
